The governments of Mozambique and China signed a supplementary framework agreement in Maputo on 26 October to reschedule Mozambique’s public debt payments. The document was signed by Finance Minister Carla Loveira and China’s Ambassador to Mozambique, Zheng Xuan.

According to the Ministry of Finance, the agreement forms part of the Medium-Term Public Debt Management Strategy 2025–2029. It aims to align payments with the country’s financial capacity and strengthen the sustainability of public finances.

Carla Loveira said the rescheduling would ease immediate pressure on the State Budget and improve predictability in the management of public resources. She said it would help preserve the capacity to invest in infrastructure, maintain essential services and fund economic and social priorities.

The signing follows up on the understandings reached between Presidents Daniel Chapo and Xi Jinping during the Mozambican leader’s visit to China in April. Implementation will continue with the formalisation of the necessary instruments with the Export-Import Bank of China (China Exim Bank).

Zheng Xuan highlighted the countries’ historic ties of friendship and co-operation and reaffirmed China’s readiness to support Mozambique, particularly through financial co-operation, in pursuit of economic and social development.
