Brazilian President Luiz Inácio Lula da Silva recently announced a technology partnership with the Chinese companies Huawei and iFlytek to expand Brazil’s national supercomputing capacity and develop Portuguese-language artificial intelligence models. The announcement was made during an event at the Macaíba Technology Park in the state of Rio Grande do Norte.

The initiative will be implemented by the National Education and Research Network (RNP), in collaboration with the two Chinese companies. The physical infrastructure will be located in the state of Rio de Janeiro and will support the development of technological solutions designed to meet the country’s needs.

The project involves an estimated investment of 1.276 billion reais over five years. Operations are expected to begin in July 2027.

The supercomputing capacity will be used primarily to develop national large language models and artificial intelligence systems trained specifically in Portuguese. The initiative seeks to strengthen Brazil’s ability to create its own tools and process data used by public- and private-sector entities.

According to the Brazilian government, the partnership is expected to strengthen national sovereignty over data and digital services. The project forms part of a broader set of measures aimed at developing Brazil’s technological infrastructure and artificial intelligence ecosystem.
