On the evening of 15 October, the governor of Ceará, Elmano de Freitas, took part in the signing of a protocol of intentions between Ceará and Fujian, a Chinese province. The agreement aims to develop human capital, especially young people, in the area of renewable energies through a training programme. The initiative is to be realised through partnerships between the state and Chinese investment companies operating in Ceará.

Elmano de Freitas emphasised the importance of collaboration between Ceará and Fujian, promoting ever greater mutual development. According to Roseane Medeiros, Secretary for International Relations, the state's rapprochement with China facilitates the arrival of more investors.

"Many Chinese companies are currently investing in Ceará. This rapprochement between the state and Fujian facilitates this process and strengthens these partnerships," she commented.
